Welcome To The Sunday View

During yesterday's walk I came across a lot of nice scenery and nature. At one point while we were on a bike trail that runs alongside US Route 422 I happened upon this.

I think it's cotton or at least something related to cotton. But I'm not 100% sure so if anyone can confirm this or correct it I would appreciate it.
